気付いてしまえばなんてことない問題なのですが・・・
答えは数字に含まれる○の数だそうです。
「123457」は数字に○部分が無いので「0」
「690」は数字内に○が一つなので「1」
「8」は数字内に○が2つなので「2」

というわけで2581は「2」というわけです。
